Mission

To position Kenya as a globally competitive, sustainable, and inclusive tourism destination that delivers maximum economic and social benefit to the people of Kenya.

KTB achieves this mission by marketing Kenya internationally and domestically, supporting the tourism industry with intelligence, assets, and programmes, building partnerships with airlines and investors, facilitating business events, and providing the research foundation that guides the entire sector.

Vision

East Africa's leading tourism industry authority — the institutional engine behind Kenya's status as the continent's premier tourism, MICE, and investment destination.

By 2029, Kenya aims to receive 3.5 million international visitors annually, generate USD 4.5 billion in tourism revenue, and be recognised globally as one of Africa's top three tourism industries by institutional quality and market impact. KTB's work — in every hub on this platform — is directed to this vision.

Statutory Mandate

Established by the Tourism Act 2011 (Cap. 383, Laws of Kenya) as the National Tourism Organisation with six core statutory functions.

To market Kenya, support the tourism industry, build strategic partnerships, facilitate MICE, collect and disseminate tourism intelligence, and manage the Tourism Development Levy Fund. KTB is accountable to Parliament through the Cabinet Secretary for Tourism and Wildlife.

History

How KTB Came to Be — and Grew

Kenya's national tourism promotion authority has evolved over more than six decades — from a colonial-era department to the modern, full-service national tourism organisation it is today.

1965
Foundation
Kenya Tourist Board established — first iteration
Shortly after Kenya's independence in 1963, the Kenya Tourist Board was established as the government body responsible for promoting Kenya as a tourist destination internationally. Initial operations were modest — a small Nairobi-based team with marketing presence in London and a handful of European cities.
1972
Expansion
The Hotel and Restaurant Act and Tourism Act formalise Kenya's tourism institutional framework
New legislation established clearer roles for tourism promotion, regulation, and development. Kenya's tourism industry was growing rapidly — the Maasai Mara had opened to international tourism and safari Kenya was becoming one of the world's most aspirational destinations. The Kenya Tourist Board expanded its international office network.
1990s
Challenge
Travel advisories and sector challenges prompt restructuring of tourism institutions
Political instability in the early 1990s triggered international travel advisories that hit Kenya's tourism industry hard. Arrivals fell sharply. The experience catalysed a rethinking of Kenya's tourism institutional architecture — with a push toward a more commercially oriented promotion body able to act quickly in marketing and crisis communication.

Reform
Kenya Tourist Board Act 1996 reconstitutes the Board with private sector participation
The 1996 Act introduced a joint public-private board structure, bringing in private sector tourism industry representatives for the first time. This was a significant shift — acknowledging that effective destination marketing required commercial instincts alongside government mandate. The Tourism Development Levy was introduced as the primary funding mechanism.

Magical Kenya
Magical Kenya brand launched — Kenya's most durable and successful destination marketing initiative
KTB launched the Magical Kenya brand in 2004, creating one of Africa's most recognised destination marketing identities. The brand unified Kenya's diverse tourism proposition — wildlife, coast, culture, adventure — under a single aspirational consumer identity. It remains Kenya's primary international tourism brand two decades later and is managed through magicalkenya.com.

Crisis & Recovery
Post-election violence triggers worst tourism crisis since independence — KTB leads recovery campaign
The post-election violence of late 2007 and early 2008 devastated Kenya's tourism industry — arrivals fell by 35% in the first quarter of 2008. KTB led an unprecedented industry recovery campaign, marshalling government, airlines, and operators in a coordinated international marketing programme that achieved a faster-than-expected recovery.

Legislative Landmark
Tourism Act 2011 enacted — KTB reconstituted with expanded mandate and institutional architecture
The Tourism Act 2011 was the most significant legislative reform of Kenya's tourism sector since independence. It established KTB, the Tourism Regulatory Authority (TRA), and the Tourism Research Institute (TRI) as three distinct institutions with clear and complementary mandates. KTB's role was clearly defined as marketing and promotion, with new statutory powers and governance requirements. The Act came into force in September 2012.

Crisis
Security incidents trigger travel advisories — KTB intensifies domestic tourism and rapid source market recovery
Security incidents in 2014–2015 triggered travel advisories from the UK, US, and Germany — Kenya's three largest source markets. KTB launched the Tembea Kenya domestic campaign and negotiated directly with foreign government officials to accelerate advisory reviews, delivering a recovery programme that arrested the arrivals decline by Q4 2015.

June Chepkemei appointed CEO — strategic repositioning of KTB begins
Under new CEO June Chepkemei, KTB began a systematic repositioning of its institutional role — from tourism promotion body to full tourism industry authority. This included launching dedicated industry, trade, MICE, and research functions, and beginning the process that culminated in this institutional platform.

COVID-19
COVID-19 halts global tourism — KTB's recovery planning and advocacy positions Kenya for rapid post-pandemic rebound
The COVID-19 pandemic reduced Kenya's international arrivals from 2.05 million in 2019 to 864,000 in 2020 — a 58% collapse. KTB worked through the pandemic to maintain airline relationships, sustain industry partnerships, and develop the recovery marketing programme that drove Kenya's exceptional rebound. Every airline partnership retained through the pandemic period proved critical to the 2022–2023 recovery.

Record Year
Kenya records 2.09 million international arrivals and USD 2.73 billion in tourism revenue — both post-pandemic records
2023 was Kenya's best year for tourism since records began — with international arrivals of 2.09 million (up 32% on 2022) and tourism revenue of USD 2.73 billion. Every source market recorded double-digit growth. The UAE market grew 44%, China grew 112% off a low post-COVID base, and the UK, US, and German markets all surpassed 2019 levels for the first time.

Strategic Plan
KTB Strategic Plan 2024–2029 launched — targeting 3.5 million arrivals and USD 4.5 billion revenue by 2029
The KTB Board approved the 2024–2029 Strategic Plan in December 2023, setting Kenya's most ambitious tourism targets to date. The plan positions KTB as East Africa's tourism industry authority — not just a promotion body — and this institutional platform is central to its delivery. The MICE facilitation programme, research hub, and partnership programme were all formally launched as strategic pillars.
