About David

Dr. David Muthaka is Senior Economist in KIPPRA's Macroeconomic Division, where he leads the institute's public finance research programme. Over fifteen years at KIPPRA, his work has focused on fiscal policy analysis, revenue mobilisation strategy, and public debt sustainability — research that has informed Kenya's medium-term fiscal frameworks and several Budget Policy Statements.

David's analysis is frequently cited in National Treasury policy documents and has been referenced in IMF Article IV consultations on Kenya. He is a regular contributor to Kenya's fiscal policy debate through KIPPRA's executive briefs and has testified before the National Assembly's Departmental Committee on Finance and National Planning on revenue administration reform.
