KIPPRA is established by the KIPPRA Act, Cap 542B of the Laws of Kenya, as a statutory body under the State Corporations Act. The institute is governed by a Board of Directors appointed by the Cabinet Secretary for the National Treasury and Economic Planning, comprising independent experts from academia, the private sector, and civil society.
The Board provides oversight of research quality, institutional strategy, financial management, and ensures KIPPRA's independence from political and commercial interference. The Executive Director is accountable to the Board and is responsible for day-to-day management.
KIPPRA is funded through a combination of Government of Kenya core grants, approved under the national budget, and project-based funding from development partners. All project funding is subject to an independence protocol that prohibits funders from directing research findings or publication decisions.
KIPPRA's 2023–2027 Strategic Plan is anchored on the overarching ambition of becoming Kenya's National Policy Intelligence Platform — moving beyond a research archive toward a dynamic, data-driven system that provides real-time policy intelligence to government at every level. The plan responds directly to the Kenya Kwanza government's Bottom-Up Economic Transformation Agenda and the 2023 Medium-Term Fiscal Framework.
