KIPPRA applies rigorous standards to distinguish genuine policy influence from coincidental similarity
Direct Citation Tracking
We systematically monitor government policy documents, parliamentary records, court judgements, and international reports for direct citations of KIPPRA research. Direct citations are the strongest evidence of influence and are fully documented with source references.
Stakeholder Engagement Records
Every parliamentary testimony, ministerial briefing, county advisory session, and policy dialogue is recorded. We document which research informed each engagement, creating a traceable link between research outputs and policy decision points.
Policy Text Analysis
For indirect influence — where KIPPRA research shapes policy thinking without direct citation — our team conducts comparative text analysis, tracking adoption of analytical frameworks, evidence-based arguments, and policy recommendations across government documents over time.
Important caveat: Research-to-policy causation is notoriously difficult to establish. The cases documented here represent instances where KIPPRA research contributed to policy outcomes — not necessarily caused them. Policy decisions involve multiple actors, pressures, and considerations. We present documented influence, not claimed causation.
