Major development opportunity

Premium CIP Terminal — JKIA T1A Expansion Zone

KAA seeks an investor-developer-operator to design, build, and operate a premium Commercially Important Persons (CIP) terminal facility within the JKIA Terminal 1A expansion. This is a BOT (Build-Operate-Transfer) or concession model opportunity suited to established airport lounge operators, premium hospitality groups, or aviation service investors.

The CIP terminal will serve business and first-class passengers, diplomats, high-net-worth individuals, and premium corporate clients — a fast-growing segment at JKIA as the airport's international route network expands.

The preferred model is BOT — the operator invests in the design and construction of the CIP facility, operates it under a fixed-term concession, and pays KAA a concession fee from revenues. At the end of the concession term, the facility reverts to KAA.

How the concession model works

KAA's commercial model is designed to attract serious business operators and create sustainable, long-term commercial relationships. Here is how the process works from initial interest to operating concession.

Submit an expression of interest

Use the enquiry form on this page or the contact form for each opportunity to submit an initial expression of interest. Provide a brief description of your business, relevant experience, and the specific opportunity you are interested in. Our commercial team responds within 2 business days.

Formal tender or invitation

Depending on the opportunity, KAA will either invite shortlisted applicants to submit a formal tender (including a business concept, financial proposal, and development plan) or issue a public competitive tender. All formal processes comply with the Public Procurement and Disposal Act.

Evaluation and award

KAA evaluates proposals on a defined set of criteria including the quality of the business concept, financial viability, investment commitment, operational experience, and proposed concession fee. Successful applicants receive a Letter of Award and proceed to contract negotiation.

Contract and onboarding

A formal concession agreement is executed between KAA and the operator, specifying the space, term, concession fee, investment obligations, operating standards, and reporting requirements. KAA's commercial team supports onboarding including access rights, fit-out approvals, and staff accreditation.

Ongoing relationship

KAA manages the relationship with all concessionaires through a dedicated account management function. Concession fees are paid monthly. Performance reviews are conducted regularly. Renewal discussions begin 12 months before the end of the concession term.

Frequently asked questions

Concession fees vary by opportunity type. Retail and food & beverage concessions typically pay a percentage of monthly gross revenue (minimum guaranteed fee plus a percentage above it). Office leases pay a fixed monthly rent. Advertising media pays a fixed licence fee. Specific fee structures are communicated at the formal tender stage.
Under KAA's Development and Management model, the operator is responsible for the fit-out investment — designing and constructing the unit to an agreed standard. KAA approves all fit-out designs before work begins. At the end of the concession term, the fit-out reverts to KAA. The operator's fit-out investment is taken into account in the overall financial evaluation.
Operating hours are specified in the concession agreement and vary by location. Airside units (post-security) are typically required to operate from the first departure to the last arrival of the day. Landside units have more flexibility but must cover peak passenger periods. All units must be operational during their contracted hours — closures require prior approval.
Concession terms vary by opportunity and investment level. Standard retail and F&B concessions run 3–5 years. Development-intensive opportunities (CIP facilities, major restaurant developments) may run 10–15 years to allow the operator to recover their capital investment. All terms are specified in the tender documentation.
