Statutory mandate

Mandate & the National Crime Research Act

The National Crime Research Centre was established by the National Crime Research Act, 1997, as a State Corporation mandated to research the causes of crime in Kenya, support prevention efforts, and disseminate findings to government agencies, criminal justice institutions, and the public.

This platform is the digital expression of that mandate — translating NCRC's statutory research, advisory, and data-collation functions into a continuously available, structured resource rather than a periodic publication exercise.

Leadership & oversight

Governance

NCRC operates under a Board of Directors with oversight responsibility for the Centre's research agenda, institutional partnerships, and use of public funds, consistent with its status as a State Corporation.

Board of Directors

Provides strategic oversight of NCRC's research program, partnerships, and institutional direction, in line with the National Crime Research Act and State Corporations governance requirements.

Office of the Director General

Responsible for the Centre's day-to-day operations, research agenda execution, and representation before government and international partners.

Research Division

Leads in-house and commissioned research, county studies, and the methodology standards applied across all published findings.

Data & Platform Office

Responsible for the data-collation function, agency data-sharing agreements, and the digital platform itself.

Methodology standards

Every figure, indicator, and finding published on this platform follows a consistent set of standards — the same standards referenced throughout the Dashboard, Statistics Hub, and Research repository.

Sourced, always

Every published figure carries a visible source, methodology reference, and as-of date — never a number presented without provenance.

Directional honesty

Where data-validation maturity does not yet support a precise count, figures are presented at directional resolution rather than a fabricated precise number.

Graduated confidence

Observatory signals are explicitly labeled Emerging, Developing, Confirmed, or Stable — confidence is shown, not implied.

Honest data-richness

County profiles are tagged Comprehensive, Partial, or Baseline based on actual research depth — a Baseline county is never presented as if it were Comprehensive.

NCRC's research and data-collation functions depend on collaboration with universities, NGOs, security agencies, county governments, and development partners. The Stakeholder Collaboration Hub formalizes these relationships.
